A rental car is basic
For Sukuji Beach, access by rental car is overwhelmingly recommended. Since you carry sea-bathing gear and a change of clothes, having a car is convenient. Access by bus is possible too, but with few departures, waiting a long time wet after sea bathing isn’t realistic.
If using the local bus, get off at “Kabira” on the Azuma Kotsu Kabira Resort Line, then about a 30-minute walk. Some routes can go to the bus stop in front of the Seaside Hotel, which is more convenient. Be sure to check the bus times in advance.

At low tide it gets too shallow to swim
